Your Committee on Water, Land, Energy and Environment, to which was referred S.C.R. No. 124 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE BOARD OF DIRECTORS OF THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY TO COME UP WITH RECOMMENDATIONS TO MODIFY THE MAKE-UP OF ITS BOARD TO INCLUDE MORE PRIVATE SECTOR PARTICIPATION,"

begs leave to report as follows:

The purpose of this measure is to request the Board of the Natural Energy Laboratory of Hawaii Authority (Board) to develop recommendations to modify the membership of the Board to include more private sector participation and to consider changes in the voting and representation requirements of public members.

The Natural Energy Laboratory of Hawaii Authority (NELHA) testified in support of this measure.

Your Committee finds that the Board, in a recent meeting, voted to support this measure, with the exception of making the Executive Director a voting member. Your Committee has heard that the Board also agreed to the proposal to include additional representation from the Big Island, and will include these recommendations in its report to the Legislature.

Your Committee has amended this measure accordingly, to delete consideration of the Executive Director of NELHA as a voting member.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 124, as amended herein, and recommends that it be referred to the Committee on Agriculture, in the form attached hereto as S.C.R. No. 124, S.D. 1.
