Sir:

Your Committee on Education, to which was referred S.C.R. No. 152 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO ENSURE THAT ALL MIDDLE AND INTERMEDIATE SCHOOL STUDENTS ARE PROVIDED WITH ENRICHMENT ACTIVITIES,"

begs leave to report as follows:

The purpose of this measure is to request the Department of Education to ensure that all middle and intermediate school students are provided with enrichment activities.

Your Committee heard testimony in opposition of the measure from the Department of Education.

Your Committee finds that activities that broaden students' horizons and teach them things they may never learn during the course of their regular school day are essential to creating well-rounded youths who are engaged in their learning.

Your Committee has amended the measure by adding a provision stating that, at the present time, sixth grade students in elementary schools enjoy a variety of enrichment programs and activities which they share with children in the lower grade levels and it is not the intent of this measure to decrease the availability of programs and resources at elementary schools upon the establishment of enhanced enrichment activities in intermediate and middle schools.

Your Committee would also like to note that this measure is not intended as a justification for the transfer of sixth grade to intermediate and middle schools.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 152, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 152, S.D. 1.
