Your Committee on Economic Development and Technology, to which was referred S.C.R. No. 36 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEVELOPMENT OF A COMPREHENSIVE MASTER PLAN FOR STATE PARKS,"

begs leave to report as follows:

The purpose of this measure is to request the Department of Land and natural Resources to develop a State parks master plan for all state parks.

Your Committee received testimony in favor of this measure from the Hawaii Tourism Authority. Your Committee received comments on this measure from the Board of Land and Natural Resources.

Your Committee finds that a master plan will assist agencies such as the Hawaii Tourism Authority to understand the direction and know how to collaborate and support the Department of Land and Natural Resources' efforts to improve Hawaii's natural resources and infrastructure. A master plan of the State parks will be important in setting the direction for such investments.

Your Committee has amended this measure by emphasizing the role of the state park system in the State's economic development, including language regarding Irwin park, and making technical, nonsubstantive changes for clarity.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 36, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 36, S.D. 1.
