Sir:

Your Committees on Economic Development and Technology and Water, Land, Energy and Environment, to which was referred S.R. No. 100 entitled:

"SENATE RESOLUTION REQUESTING FURTHER ACTION ON THE DESIGNATION OF A STATE RECREATIONAL AND HISTORIC PARK AND NATURE RESERVE AT KAPUA, HONOMALINO, OKOE, KAULANAMAUNA, AND MANUKA DISTRICTS IN SOUTH KONA AND KA'U, ISLAND OF HAWAII,"

beg leave to report as follows:

The purpose of this measure is to request further action on the designation of a state recreational and historic park and nature reserve at Kapua, Honomalino, Okoe, Kaulanamauna, and Manuka districts in South Kona and Ka'u on the island of Hawaii.

Your Committees received testimony in favor of this measure from the Board of Land and Natural Resources, the Trust for Public Land, and two individuals.

Your Committees find that a resource assessment of the districts by the Department of Land and Natural Resources (DLNR) reveals coastal resources worthy of designation as a state wilderness park and eventually given state park status.

Your Committees have amended this measure by:

(1) Requesting the DLNR to work with Pa'a Pono Milolii and any other interested parties to renew the plan to create a state park and nature reserve;

(2) Inviting the Trust for Public Land to investigate the possibility of obtaining a donation or purchase of the private Kapua lands desirable for inclusion into the proposed park;

(3) Transmitting certified copies of the Resolution to the administrators of the State Historic Preservation Division, Na Ala Hele program, Aquatic Resources Division, State Parks, Pa'a Pono Milolii, the Governor, Senate President, and the Trust for Public Land; and

(4) Making technical amendments for the purpose of clarity.

As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Water, Land, Energy and Environment that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 100, as amended herein, and recommend its adoption in the form attached hereto as S.R. No. 100, S.D. 1.
