RELATING TO CONSERVATION AND RESOURCES.

Relieves the State of the obligation to execute additional mitigation measures for the conservation of a species that was otherwise adequately covered under the terms of a habitat conservation plan, safe harbor agreement, or incidental take license, as a result of extraordinary circumstances.

RELATING TO ELECTRIC VEHICLES.

Extends incentives for the purchase of electric vehicles from 5 to 10 years.

RELATING TO ALTERNATE FUELED VEHICLES.

Encourages the use of vehicles that exclusively uses an alternate fuel by providing similar incentives that were given to electric vehicles under Act 290, Session Laws of Hawaii 1997. (HB1272 HD1)

RELATING TO ENERGY CONSERVATION.

Specifies that Model Energy Code standards for residential buildings shall apply to previously unoccupied new residential real property sold after 07/01/02.

RELATING TO GASOLINE DEALERS.

Creates an exception to the gasoline retail divorcement law by allowing a manufacturer or jobber to operate a former dealer operated retail service station where the current or new dealer is in agreement with such an operation and when the dealer has a contract interest in the operation.

Authorizes issuance of up to $2,500,000 in special purpose revenue bonds for industrial enterprises to assist Environmental Recycling Technologies, Inc. (HB369 HD1)
