RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Exempts the descendants of native Hawaiian individuals who received a homestead lease pursuant to the Acts of 1934 and 1952 referenced in section 209(a) from the blood requirements to succeed to homestead lease in the same manner that non-native Hawaiians are currently exempt. Authorizes community-based self determination on Hawaiian home lands. (SD2)

RELATING TO SENTENCING FOR DRUGS AND INTOXICATING COMPOUNDS OFFENSES.

Mandates substance abuse assessment/treatment for offenders under the custody of the Department of Public Safety. Implements a policy shift in addressing non-violent drug possession offenses by requiring mandatory community-supervision and treatment in lieu of incarceration. Repeals mandatory minimum sentence for Class C possession of methamphetamine. (SB1188 HD1)
