A BILL FOR AN ACT

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE COUNTY OF HAWAII.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2002-2003.

1. To be expended by the department of accounting and general services:

A. South Hilo landfill closure project, phase I:

Transfer station with elevated refuse dumping site, depressed refuse, receiving/processing pit, and capability to repack refuse in special trailers for transport.

Construction $6,000,000

Total Funding $6,000,000

B. Multi-purpose senior center, Kailua-Kona

Center for recreation and cultural activities, congregate meals, adult education literacy classes, legal and health care services, transportation, information and assistance, and community kitchen, for seniors, as part of the Hualalai Elderly Housing Project, developed by the Island Community Development Corporation, a nonprofit established by the Hawaii county housing agency.

C. Kealakaa Street extension/proposed Kealakehe Parkway extension

Facilitate access by general public and police and fire departments to Kealakehe inter mediate & elementary schools and Kealakehe high school and reduce traffic congestion on Kaahumanu Highway and Palani Road.

Planning and design $2,000,000

Total Funding $2,000,000

D. Mamalahoa Highway improvements

Widen entire route to a four-lane roadway between Honalo and Captain Cook, with turn lanes at intersections, or at a minimum, one lane in each direction with a center two-way left turn lane; or construction of spot improvements by providing left turn lanes at major county intersections and private streets.

Total Funding $1,000,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2002.
