A BILL FOR AN ACT
PROPOSING THE REPEAL OF ARTICLE XIII OF THE HAWAII CONSTITUTION ON COLLECTIVE BARGAINING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to propose the repeal of article XIII of the Constitution of the State of Hawaii to terminate the state constitutional right of public and private employees to organize for the purpose of collective bargaining.
SECTION 2. Article XIII of the Constitution of the State of Hawaii is repealed.

ORGANIZATION; COLLECTIVE BARGAINING
PRIVATE EMPLOYEES
Section 1. Persons in private employment shall have the right to organize for the purpose of collective bargaining.
Section 2. Persons in public employment shall have the right to organize for the purpose of collective bargaining as provided by law."]
SECTION 3. The question to be presented on the ballot shall be as follows:
SECTION 4. Constitutional material to be repealed is bracketed and stricken.
SECTION 5. This repeal shall take effect upon compliance with article XVII, section 3, of the Constitution of the State of Hawaii.
