A BILL FOR AN ACT

 

RELATING TO THE QUEST MEDICAL ASSISTANCE PROGRAM.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§346-   Hawaii QUEST medical assistance program; eligibility. Any other law to the contrary notwithstanding, any person under age sixty-five who is not aged, blind, or disabled, and who has a gross income of not more than three hundred per cent of the federal poverty level, as adjusted annually for Hawaii, shall be eligible to participate in the State's QUEST medical assistance program."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, and the same sum, or so much thereof as may be necessary for fiscal year 2002-2003, to fund the increase in cost for Hawaii's QUEST medical assistance program arising from increases in participation due to the change in income eligibility criteria required by this Act.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval; provided that section 2 shall take effect on July 1, 2001.
