A BILL FOR AN ACT

 

relating to housing.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that public housing for the elderly and disabled in the Kalihi Palama area has been plagued for years by inadequate security in a neighborhood with a long history of criminal activity. Residents have suffered from repeated acts of vandalism, burglaries, car thefts, and even muggings in the immediate area.

The legislature further finds that as a result of repeated criminal incidents and lack of adequate response to ensure the safety of the residents, many of the elderly and disabled tenants of Hale Po`ai, Puahala Homes, and Halia Hale live in an atmosphere of fear and intimidation.

The purpose of this Act is to appropriate funds for security personnel and facility improvements at Hale Po`ai, Puahala Homes, and Halia Hale.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $75,000, or so much thereof as may be necessary for fiscal year 2002-2003, for security services at Hale Po`ai, Puahala Homes, and Halia Hale.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $50,000, or so much thereof as may be necessary for fiscal year 2002-2003, for improvements to upgrade the safety of the facilities at Hale Po`ai, Puahala Homes, and Halia Hale, including access ramps and camera surveillance equipment.

SECTION 4. The sums appropriated shall be expended by the housing and community development corporation of Hawaii for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2002.
