A BILL FOR AN ACT

 

appropriating funds for security.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the terrorist attacks of September 11, 2001, have heightened security concerns everywhere. The legislature also finds that currently, the security guards at the governor's residence on Miller Street are vulnerable to attack because they must manually open the gates to meet incoming vehicles. This also leaves the occupants and visitors vulnerable as the security guards represent the first line of defense for Washington Place.

The purpose of this Act is to provide funds for the construction of an electronic security gate at the Miller Street entrance to the governor's residence, which shall be opened and closed electronically and include an audio and video recognition system.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2002-2003, for the construction of an electronic security gate at the Miller Street entrance to the governor's residence, which shall be opened and closed electronically and include an audio and video recognition system.

SECTION 3. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
