A BILL FOR AN ACT

 

relating to business development in Kapolei.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

SECTION 1. The purpose of this Act is to enable the development of a hotel resort at Kapolei, a portion of which shall entail casino gaming.

SECTION 2. The Hawaii Revised Statutes is amended by adding a new chapter to be appropriately designated and to read as follows:

"CHAPTER

Regulation of Casino Gaming

§ -1 Hawaii casino gaming code. This chapter shall be known and may be cited as the Hawaii casino gaming code.

§ -2 Purpose. This chapter shall be construed and applied to further its underlying economic purposes, including:

(1) To promote growth of the economy of the State, particularly to provide the visitor industry with a world class resort destination that will enable the State to compete with similar world class resorts around the globe;

(2) To stimulate the construction industry in the State by providing extensive jobs for the various tradeworkers and industries associated with building development;

(3) To alleviate the depressed economic conditions on the leeward coast of Oahu in particular, and to provide a boost to the economy of the State in general;

(4) To positively impact the growth of the second city by providing a permanent place of employment for hundreds of working families outside the core area of Honolulu itself;

(5) To mitigate the congested corridors of the H1 and H2 freeways leading into Honolulu by providing permanent employment on the leeward coast;

(6) To augment the real property tax base, the transient accommodations tax base, and excise tax collections, and to provide for certain gaming taxes and licensing fees;

(7) To invest a majority share of the profits of the hotel back into the community for eleemosynary purposes; and

(8) To carefully regulate and limit the licensing of a hotel resort casino to ensure that gaming will not proliferate and that where allowed, its facilities will be operated honestly, fairly, and with respect for the culture in which it is permitted to function."

SECTION 3. This Act shall take effect upon its approval.
