A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. With a few exceptions among schools that enjoy a high level of community support, the School/Community-Based Management System established in 1989 has been failure. The purpose of this Act is to reorganize the School/Community-Based Management System to the School Complex/Community-Based Management System, and foster community support by providing for broad based representation in the councils that will govern these reorganized systems at the school complex level.

SECTION 2. Section 302A-1124, Hawaii Revised Statutes, is amended to read as follows:

"[[]§302A-1124[]] Mandate to initiate school complex/community-based management system. The department, through the board and its superintendent, shall formulate policies, including criteria and procedures to determine which [schools] school complexes and learning support centers shall participate in the system, to initiate a school complex/community-based management system in the public schools. Each school complex/community-based management system shall establish a school complex/community-based management system council to support standards-based reform. Members of a school complex/community-based management system council shall be nominated and elected by the teachers, staff, educational officers, parent-teacher association members, and community members from the school complex."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, for the reorganization of the school/community-based management system into the school complex/community-based management system.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 6. This Act shall take effect upon its approval.
