SENATE CONCURRENT

RESOLUTION

 

REAFFIRMING SUPPORT FOR THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII'S HOPE VI REVITALIZATION GRANT APPLICATION FOR KUHIO PARK TERRACE AND URGING THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO ACT FAVORABLY ON THE APPLICATION.

 

 

WHEREAS, Kuhio Park Terrace is the only remaining high-rise family public housing west of the Rockies; and

WHEREAS, Kuhio Park Terrace was built in 1965 and consists of six hundred fourteen units contained in two sixteen-story high-rise towers and fourteen low-rise buildings; and

WHEREAS, residents of Kuhio Park Terrace are economically and physically isolated from the surrounding community; and

WHEREAS, Kuhio Park Terrace has been plagued from its start by major physical and social problems; and

WHEREAS, the federally funded HOPE VI program is aimed at improving the living environment for residents of severely distressed public housing projects by revitalizing the site and contributing to the improvement of the surrounding neighborhood through demolition, rehabilitation, or replacement of obsolete public housing projects; and

WHEREAS, since 1993, the United States Department of Housing and Urban Development has awarded over $500,000,000 in HOPE VI grants each year on a competitive basis to eligible public housing authorities; and

WHEREAS, the Housing and Community Development Corporation of Hawaii along with residents of Kuhio Park Terrace and the surrounding community, private businesses, non-profit community organizations, and other public agencies have created a shared vision for Kuhio Park Terrace and have been working together on an application for HOPE VI funding; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the Legislature acknowledges and reaffirms its support of the Housing and Community Development Corporation of Hawaii's 2002 HOPE VI revitalization grant application for Kuhio Park Terrace; and

BE IT FURTHER RESOLVED that the United States Department of Housing and Urban Development is urged to act favorably on the application; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Secretary of the United States Department of Housing and Urban Development, Hawaii's congressional delegation, the Governor, and the Executive Director of the Housing Community Development Corporation of Hawaii.
