SENATE CONCURRENT

RESOLUTION

 

urging the continuation of collective bargaining on uniform standards of employment for LOCAL 5 hotel and restaurant workers.

 

WHEREAS, Hawaii's economy, especially as it relates to the tourism industry, has been greatly and adversely affected by the September 11, 2001 terrorist attack, with a decline in hotel occupancy that in turn has resulted in layoffs of hotel and restaurant workers; and

WHEREAS, traditionally, the unionized hotels and restaurants and the Hotel Employees and Restaurant Employees Union, Local 5 AFL-CIO (Local 5) have negotiated wages, hours, and other terms of employment on the basis of parity to achieve uniformity and stability in employment conditions for hotel and restaurant workers in Waikiki; and

WHEREAS, collective bargaining agreements for Local 5 members are scheduled to expire this summer and the parties are currently engaged in collective bargaining to reach new agreements; and

WHEREAS, the continuation of collective bargaining based on parity between employers and Local 5 members is important to Hawaii's economy because stability in the wages, hours, and other terms of employment of hotel and restaurant workers is necessary to ensure a healthy tourism industry in the State; and

WHEREAS, the Legislature has contributed to the stability and prosperity of the State's tourism industry by, among other things, establishing a hotel room tax to support infrastructure and other tourism-related expenses, thereby benefiting the State's hotels, restaurants, and their employees; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the parties currently involved in negotiating collective bargaining agreements between employers and Local 5 members are urged to continue their efforts to reach agreement on uniform standards for wages, hours, and other terms of employment, to promote stability in the State's economy; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Hotel Employees and Restaurant Employees Union, Local 5 AFL-CIO and to the Hawaii Hotel Association who is requested to transmit copies to the appropriate employers.
