SENATE RESOLUTION

 

Urging the HAWAII TOURISM AUTHORITY TO DELAY ANY CONTRACT EXTENSIONS OR NEW CONTRACT AWARDS UNTIL THE SUCCESSORS TO THE CURRENT BOARD MEMBERS HAVE BEEN appoinTED.

 

 

WHEREAS, the Hawaii Tourism Authority (HTA) currently consists of ten public voting members, appointed by the Governor pursuant to section 26-34, Hawaii Revised Statutes, one ex-officio voting member, one ex-officio nonvoting member, and one public nonvoting member; and

WHEREAS, the HTA was created in 1998 by Act 156, with staggered terms for the initial public board members of two and four years, and in 2002, well over half of the board members terms are due to end; and

WHEREAS, legislation currently under consideration by the 2002 Legislature would expand the number of public voting members as well as the qualifications of the members; and

WHEREAS, should this legislation be approved, it would result in further changes to the board membership and those members continuing to serve would represent a minority of the total membership; and

WHEREAS, despite the extensive changes in board membership that will occur in the next few weeks, the current members of the HTA will be making decisions on major contract extensions and new contract awards that will become the responsibility of the incoming board members; and

WHEREAS, in addition, the funding for the HTA has not been set for the 2002-2003 fiscal year, and the final determination of any restrictions or a cap on the tourism special fund will impact extensions of current contracts and new contracts; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, that the Hawaii Tourism Authority is urged to delay any contract extensions or new contract awards until the successors to the current board members have been appointed; and

BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chairperson of the Board and the Executive Director of the Hawaii Tourism Authority.
