Requires county integrated solid waste management plans to include a curbside recycling program.

RELATING TO LEASING OF PUBLIC LANDS TO RENEWABLE ENERGY PRODUCERS.

Allows the BLNR to lease public lands to renewable energy producers through direct negotiation.

RELATING TO ENERGY CONSERVATION TAX CREDIT.

Allows the energy conservation tax credit to be taken in 5 equal amounts in 5 successive years.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST UTILITIES SERVING THE GENERAL PUBLIC IN PROVIDING ELECTRIC ENERGY OR GAS.

Authorizes the issuance of SPRBs to assist Hawaiian Electric Company in financing the planning, design, and construction of infrastructure for an underground Kamoku-Pukele electric utility transmission facility.

Authorizes the issuance of $50,000,000 in SBRBs for Wailuku River Hydroelectric Power Company, Inc.
