Appropriates $1,225,000 to extend the economic development program of the Small Business Development Center at the University of Hawaii at Hilo.

Authorizes the issuance of $3,000,000, in SPRBs to assist Wines of Kauai, LLC, with the planning, design, construction, and equipping of a winery on the island of Hawaii.

RELATING TO CLAIMS CONCERNING FOOD.

Allows food labeling to contain claims that product is free of genetically modified organisms if those claims can be proven. Requires department of health to adopt standards for requisite level of proof needed to support the claim.

Removes the June 30, 2002 sunset date for the Regulatory Flexibility Act, and makes other changes to more effectively assist small businesses.

RELATING TO THE CAPITAL LOAN PROGRAM.

Changes the frequency for adjustment of the loan interest rate for the Hawaii Capital Loan Program from semi-annual (July 1 and January 1) to the first of each month.

Expands the GET credit for businesses by allowing the credit for canned software to promote the donation of computer equipment by removing the recapture provision.

RELATING TO TAXATION OF PERSONS WITH IMPAIRED SIGHT OR HEARING OR WHO ARE TOTALLY DISABLED THAT ARE ENGAGED IN BUSINESS.

Provides the same general excise tax benefits to persons with impaired sight, hearing, or who are totally disabled regardless of the entity in which they choose to do business.

Increase liquor tax revenue by converting the State's gallonage tax to an ad valorem tax.
