Provides for a tax credit of 20 percent of the total cost of a hydroelectric system erected and placed in service after December 31, 2002 and before December 31, 2010.

Exempts contracts by government bodies from the procurement code to procure goods, services, or construction for the operation of an electric utility owned or operated by any county with a population under 100,000.
