RELATING TO USE OF INTOXICANTS.

Clarifies purpose of test under implied consent provisions. Allows law enforcement officer to direct person to take appropriate test for determining drug content.

RELATING TO THE OBSTRUCTION OF INGRESS OR EGRESS.

Increases the fine and decreases the period of imprisonment for refusal to obey an order to not obstruct ingress to or egress from a public or private place. Defines law enforcement officer.

RELATING TO FORFEITURE OF BAIL OR BONDS.

Includes personal service as notice to principals that have forfeited bail or bond in criminal court.

Provides for good faith immunity for law enforcement officers who enforce a foreign protective order that appears to be authentic.

Provides for the expungement of certain juvenile-arrest records.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Provides for the authorization and payment of claims against the State for refunds of taxes, for judgments and settlements, and for other miscellaneous payments.

RELATING TO DIRECT PAYMENT OF CHILD SUPPORT.

Deletes reference to the Offfice of Child Support Hearings as an entity having the ability to order direct payments.

RELATING TO CHILD SUPPORT ENFORCEMENT.

Enables the CSEA to notify employers of the amount of child support automatically withheld from an employee's paycheck by way of notice, as opposed to requiring a certified court order being served on the affected employer. Allows the CSEA to levy fines against individuals and entities not responding to its requests for information. Clarifies that spousal support can only be enforced when child support is being enforced and that all child support records are confidential.

RELATING TO ELECTRONIC SURVEILLANCE.

Conforms Hawaii's slectronic surveillance laws to federal laws controlling electronic surveillance. Establishes and funds a surveillance review unit within the Department.

RELATING TO THE PENAL CODE.

Creates the new offenses of terrorism, hindering apprehension or prosecution for terrorism, unlawful production or possession of a chemical, biological, or nuclear weapon, and making a false public alarm. Revises terroristic threatening and reckless endangering provisions to enhance the penalties for using a dangerous instrument or a widely dangerous means to threaten or endanger others, and penalizes the use of an imitation or hoax.

RELATING TO COMPUTER CRIMES.

Corrects a typographical error in one of the words that defines "access" in the context of computer crime.

RELATING TO OFFENSES AGAINST PROPERTY RIGHTS.

Clarifies definition of "hotel" in the chapter relating to offenses against property rights to add majority of the tenants are roomers or boarders.
