RELATING TO THE BOARD OF EDUCATION.

Allows the department of education to appoint or retain by contract attorneys independent of the attorney general. Allows the Department of Education to be the primary hiring authority; sets forth the legal services to be provided; allows the board to set compensation; and specifies that the board is not precluded from requesting and securing legal services from the attorney general. (SD1)

RELATING TO REVENUE BONDS.

For any county with a resident population under 100,000, authorizes a corporation established by a county as a public body corporate and politic and instrumentality and agency of the county for the purpose of owning or operating facilities for the furnishing of electricity, or any board of a county that owns or operates facilities for the same, to issue revenue bonds; sunsets June 30, 2004. RELATING TO CAMPAIGN SPENDING.

Limits aggregate contributions by any person or entity to not more than $25,000 in any calendar year; repeals limits on number of fundraisers; limits family and personal funds contribution in the aggregate to $25,000; Disallows contributions made by contractors to candidates for executive office; Disallows contributions made directly to candidates from labor organizations; Allows contributions through separate segregated funds for greater accountability; Increases penalties for falsification of campaign contribution report by more than $50,000. RELATING TO CONVEYANCE TAX.

Appropriates $1,000,000 from the portion of the conveyance paid into the general fund for homeless assistance; requires the Housing and Community Development Corporation of Hawaii to submit a report on homeless assistance to the Legislature; sunsets June 30, 2003. (SD1)

RELATING TO INSURANCE.

Prohibits health insurance rates that are excess, inadequate or unfairly discriminatory. Requires health care insurers to submit rate filings for approval by the insurance commissioner. Establishes penalties and appeal procedures. (SD1)
