RELATING TO THE TOBACCO SETTLEMENT MONEYS.

Increases the portion of tobacco settlement moneys going into the Hawaii tobacco prevention and control trust fund and decreases the portion going to the emergency and budget reserve fund.

RELATING TO INTOXICATING LIQUOR.

Requires premises licensed to sell intoxicating liquor to post warning statements regarding the possible effects of drinking alcohol while pregnant.

RELATING TO HIV TESTING FOR SEXUAL OFFENSES.

Allows for court order to provide for HIV testing of those charged with sexual assault, child abuse, and incest. Mandates HIV testing of those convicted of sexual assault, child abuse, and incest.

Allocates funding for drug treatment programs.
