A BILL FOR AN ACT

 

relating to the farmers' market.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. A strong and viable agricultural industry is essential in ensuring prosperity for the people of Hawaii. One agricultural initiative that has engendered much discussion is the establishment of a farmers' market in Hawaii. A farmers' market potentially offers an ideal vehicle for local producers to market and promote their agricultural products. It would also allow consumers access to a wide variety of fresh products in a central location.

The legislature finds that a farmers' market may also have the potential to spur economic growth by attracting tourists and residents to the site. This may spark an increase in employment and business opportunities for Hawaii residents working at the market.

The purpose of this Act is to appropriate funds for the department of agriculture to assess the economic feasibility of establishing a world-class farmers' market in Hawaii.

SECTION 2. The department of agriculture shall submit a report to the legislature no later than December 31, 2003, detailing its findings and recommendations on the economic feasibility of establishing a world-class farmers' market in Hawaii.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2003-2004 for the department of agriculture to assess the economic feasibility of establishing a world-class farmers' market in Hawaii.

The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
