HOUSE RESOLUTION

 

REQUESTING THE SUPERINTENDENT OF EDUCATION TO conduct a study on the implementation of School/community-based management and alternative systems.

 

 

WHEREAS, school/community-based management (SCBM) has been implemented in most public schools, but twenty-three schools have not formally adopted SCBM; and

WHEREAS, a study of SCBM conducted for the Board of Education indicated that while the goal of SCBM was improved student achievement, the data did not reflect any appreciable difference in student achievement or in a variety of school factors as between SCBM and non-SCBM schools; and

WHEREAS, this study did find differences in levels of parental and teacher participation, again not necessarily correlated to SCBM, and therefore concluded that SCBM has not necessarily proved to be the only model for achieving and maintaining parental and teacher participation within the school; and

WHEREAS, the Department should advocate for the adoption of SCBM or alternative models that invite participation by parents and teachers in the planning and decision-making processes at the schools; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that the Superintendent of Education, through the Board of Education, is requested to submit a report to the legislature not more than thirty days prior to the convening of the 2004 regular session, on the implementation of school/community-based management or alternative systems that invite parental and teacher participation in the planning and decision-making processes in the schools.
