A BILL FOR AN ACT

 

RELATING TO PHYSICAL FITNESS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that physical inactivity has become a serious concern in the United States, and that a pattern of inactivity begins early in life, making the promotion of physical activity among children and youth imperative. Although national health goals proposed by the U.S. Department of Health and Human Services call for daily physical education for all school children, many youth are not enrolled in any type of physical education program. Declining activity trends among youth suggest that it is important for children and youth to develop an appreciation for physical activity and lifestyle behaviors that can be adopted and maintained into adulthood.

The legislature further finds that young people can build healthy bodies and establish healthy lifestyles by including physical activity in their daily lives. According to the federal Centers for Disease Control, regular physical activity during childhood and adolescence can result in health benefits, including: improving strength and endurance, building healthy bones and muscles, controlling weight, reducing anxiety and stress, and increasing self esteem.

The legislature further finds that programs such as the National Physical Fitness Championships promote physical fitness among children and youth, by providing a safe, healthy, supervised activity that encourages students of all ages to respect their bodies and helps them to resist underage alcohol, tobacco, and drug use.

The legislature further finds that the Lanai Physical Fitness Teams are twenty-seven-time national champions. Each year, Lanai fields a girls team and a boys team, consisting of eighteen students and their coaches, that participate in local and national physical fitness competitions. These youth are model students and competitors, exemplifying physical fitness, dedication, and fairness.

The purpose of this Act is to appropriate funds for the Lanai Physical Fitness Teams to help defray the cost of operations, programs, and participation in local and national competitions.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $25,000, or so much thereof as may be necessary for fiscal year 2003-2004, to Lanai High and Elementary Schools for Lanai Physical Fitness Teams. The funds appropriated shall be used to defray the cost of operations, programs, and participation in local and national competitions.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
