SENATE CONCURRENT

RESOLUTION

 

requesting the department of education to establish procedures and guidelines by which home-schooled students are able to participate in extracurricular and co-curricular activities at public schools.

 

WHEREAS, extracurricular and co-curricular activities, including, but not limited to, interscholastic sports, academic teams, and clubs, are important as an integral complement to the development of social and intellectual skills necessary to become a well-rounded student; and

WHEREAS, unlike public school students, home-schooled students are not provided the opportunity to participate in extracurricular and co-curricular activities due to the nature of education delivery and the limited resources of parents; and

WHEREAS, the State is responsible for providing all of Hawaii's children a free and appropriate education; and

WHEREAS, providing home-schooled children the opportunity to participate in extracurricular and co-curricular activities will ensure that all of Hawaii's students are provided a well-rounded education; and

WHEREAS, the Department of Education has yet to establish procedures and guidelines for home-schooled children to participate in extracurricular and co-curricular activities at public schools; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the Department of Education is requested to immediately establish procedures and guidelines for allowing home-schooled students to participate in extracurricular and co-curricular activities in public schools; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Superintendent of Education, and the members of the Board of Education.
