STAND. COM. REP. NO.1536

Honolulu, Hawaii

, 2003

RE: S.R. No. 143

Honorable Robert Bunda

President of the Senate

Twenty-Second State Legislature

Regular Session of 2003

State of Hawaii

Sir:

Your Committee on Water, Land, and Agriculture, to which was referred S.R. No. 143 entitled:

"SENATE RESOLUTION SUPPORTING THE EFFORTS OF THE WINDWARD AHUPUA'A ALLIANCE TO RESTORE, PRESERVE, AND PROMOTE ACCESS TO THE MAUKA LANDS ALONG THE KO'OLAU MOUNTAIN RANGE AND ITS KO'OLAU GREENBELT AND HERITAGE TRAILS SYSTEM,"

begs leave to report as follows:

The purpose of this measure is to support the community stewardship programs and activities created by the Windward Ahupua`a Alliance along the Ko`olau range.

Testimony in support of this measure was submitted by the Windward Ahupua`a Alliance.

Your Committee finds that the Windward Ahupua`a Alliance has helped foster community involvement and pride through its principal project: the Ko`olau Greenbelt and Heritage Trails System. This system will include a network of trails following mauka and makai corridors along the Windward Ko`olaus, while connecting each ahupua`a's community. Community residents have been, and will be, integral to the process of restoring and preserving these lands.

As affirmed by the record of votes of the members of your Committee on Water, Land, and Agriculture that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 143 and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Water, Land, and Agriculture,
