RELATING TO RESIDENTIAL CONSTRUCTION AND RENOVATION TAX CREDIT.

Extends the residential construction and remodeling tax credit for costs incurred prior to July 1, 2005 and for for taxable year ending on December 31, 2005.

Includes services provided by a university medical school constructed in the Kakaako community development district as defined in 206E-32, HRS; includes architect and engineering services in general excise tax exemptions for construction of university medical school project in Kakaako.

Provides a tax credit of an unspecified amount to small high- tech companies to encourage expansion.

RELATING TO TAXATION.

Exempts amounts received as grants in the form of reimbursements for expenditures from an economic development program sponsored by a federal, state, county, or nonprofit organization from imposition of the general excise tax. Applies to amounts received after December 31, 1999, and allows any credits to be applied to the taxpayer's general excise tax liability in subsequent years until exhausted.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PROCESSING ENTERPRISES.

Facilitates the processing of cocao beans from Keaau, the maintenance of fields, and construction of required facilities for the growth, harvest, and processing of cocao beans and the sale and export of cocoa products through an on-site visitor center. Issues special purpose revenue bonds for this purpose.

Appropriates funds for plans and designs for the Diamond Head State Monument Visitors Center; General Obligation bonds.
