Provides a tax credit for landing fees for airlines; Authorizes the waiving of landing fees, joint use charge fees, and exclusive use terminal fees for a thirty-day period; authorizes the deferment of landing fees, joint use charge fees, and exclusive use terminal fees for two subsequent thirty-day periods. RELATING TO ENVIRONMENTAL PROTECTION.

Increases the conveyance tax to provide a stable funding mechanism for the natural area reserves system and to address the problems of invasive species. Creates a $600,000 threshold at which the tax increase applies. (SB1517 HD1)

Clarifies when the comments received from small business are to be submitted with regards to proposed rules that affect small business. (SD1)
