RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows a faculty member of UH with multiple part-time faculty appointments to meet eligibility requirements for membership in the ERS; exempts faculty or lecturers employed at UH who hold multiple part-time appointments which together aggregate to at least one-half full-time equivalent positions from provisions allowing the ERS board of trustees to deny membership to part-time or temporary employees.

Clarifies the calculation policies of retirement benefits for faculty and lecturers hired on less than full-time basis on one campus, but afforded multiple appointments at more than one campus.

RELATING TO AUTHORIZING THE ESTABLISHMENT OF A SEPARATE CIVIL SERVICE SYSTEM FOR EMPLOYEES OF THE UNIVERSITY OF HAWAII.

Authorizes the establishment of a separate civil service system for employees of the University of Hawaii.

RELATING TO THE UNIVERSITY OF HAWAII.

Establishes a University of Hawaii retirement system, to be administered by the board of regents, for permanent employees of UH or the community college system who are excluded from bargaining unit 7 pursuant to chapter 89.

RELATING TO THE UNIVERSITY OF HAWAII.

Removes the statutory limitation preventing the University of Hawaii from implementing an optional retirement plan and clarifies that part-time and temporary University of Hawaii employees are not eligible for membership in the University's optional retirement plan.

RELATING TO RISK MANAGEMENT.

Authorizes the establishment of a risk management program at UH; creates a special fund; appropriates $1,000,000 for deposit into the special fund.

Grants the Board of Regents increased flexibility to construct and maintain UH projects and other university purposes.

Grants flexibility to the Board of Regents in the financing and administration of capital UH undertakings within the jurisdiction of the UH including pledging, committing, and designating legislative appropriations from revolving or special funds of the University. And authorizes the Board to issue bonds for a "university purpose".
