Allows public safety officers, sheriffs, and deputy sheriffs to assume protective custody of child abuse victim; requires public safety officers, sheriffs, and deputy sheriffs to report child abuse cases.

Requires mandatory physical and medical forensic examinations of children placed in protective custody pursuant to chapter 350, Hawaii Revised Statutes; appropriates funds for forensic exams.

MAKING AN APPROPRIATION FOR TREATMENT SERVICES FOR CHILD VICTIMS OF INTRAFAMILIAL SEXUAL ABUSE.

Appropriates $500,000 in each year of fiscal biennium 03-05 for treatment services for child victims of intrafamilial sexual abuse and their families who are not serviced by child protective services.

Appropriates funds for DHS's Blue Print for Change program to fund diversion services and child protective services.

Provides immunity from prosecution for leaving an unharmed newborn at a hospital. Provides immunity from liability for hospitals and their personnel for receiving a newborn.
