RELATING TO CAREGIVER CONSENT.

Allows a caregiver to execute an affidavit of caregiver consent to enroll the minor in school and allow full participation in curricular and co-curricular activities; subjects caregivers to penalties under Part V, Chapter 710, HRS, for making a false statement on an affidavit for caregiver consent.

RELATING TO CRIMINAL TRESPASS.

Amends the criminal trespass laws to prohibit persons from entering or remaining unlawfully on certain public or private property for a specified time period, after a reasonable warning or request to leave the premises has been issued.

RELATING TO EXECUTIVE COMMUNICATIONS.

Provides for publication of executive communications.

RELATING TO ELECTION OFFENSES.

Provides civil penalties for violations of rules adopted by the chief election officer. Requires the attorney general to prosecute violations of election law upon written request from the chief election officer.

RELATING TO CITIZENS RIGHT TO VOTE.

Removes existing barriers to voting. Provides ways to encourage citizens to exercise their right to vote.

RELATING TO GOVERNMENT COMPLIANCE WITH THE UNIFORM INFORMATION PRACTICES ACT.

Requires government agencies to designate a UIPA compliance officer, and train employees to receive certification from OIP that the agency is in compliance with the UIPA.

RELATING TO LEGISLATIVE ETHICS.

Establishes conflict-of-interest violations for legislators; establishes legislative ethics committee in each house; expands financial disclosure requirements for legislators; and requires disclosures of fundraising activity by legislators thirty days prior to and during all legislative sessions.
