RELATING TO THE ELDER JUSTICE ACT.

Adopts the Elder Justice Act to increase penalties for abuse, neglect, or economic exploitation of dependent elders.

RELATING TO FAMILY COURTS.

Allows the family court, in its discretion, to commit a minor who sells or distributes drugs to a youth correctional facility for a mandatory period of time. Requires the minor, and the minor's parents, guardians, or legal custodians, to attend a substance abuse education and counseling program.

RELATING TO THE HAWAII PAROLING AUTHORITY.

Statutorily adds the administrative secretary's designee to the Hawaii Paroling Authority to the appropriate provision to allow this individual to issue warrants for the arrest and custody return of parole violators.

RELATING TO CONTROLLED SUBSTANCES.

Defines the terms "controlled substance analog" to control the use of chemically altered substances that are illegal or which have a stimulant, depressant or hallucinogenic effect. Addresses the problem of the sale of appropriate glassware used to manufacture illegal controlled substances. Regulates the sale of specific chemicals used to manufacture illegal substances. Authorizes the destruction of hazardous chemicals believed to be used in the manufacture of illegal substances.

Repeals the interstate parole and probation compact.

RELATING TO IDENTITY THEFT.

Establishes a new chapter relating to the protection of private consumer financial information to guard against identity theft; provides for procedures and remedies for consumers to dispute financial information when they are victims of identity theft; provides penalties against financial institutions for violations of the act.

RELATING TO ELECTIONS.

Restores integrity in elections by prohibiting a person from soliciting or receiving campaign donations on government property; and prohibiting any government contractor from making a contribution during the period from 12 months prior to the notice of contract availability of commencement of negotiations, whichever is earlier, to 24 months after completion of performance or termination.

RELATING TO ELECTIONS.

Improves the campaign spending laws by: Prohibiting campaign solicitation and contribution on government property; prohibiting campaign workers from using information obtained while working at a polling place for partisan purposes; prohibiting use of campaign contributions for personal use; limiting campaign contributions per donor to $100 for each year of the term of the office for which the candidate is running; requiring donors who contribute $200 or more in-kind to a campaign to report the contribution to the campaign spending commission; prohibiting corporations and labor organizations from making campaign contributions; forbidding any contractor from contributing to any candidate or committee from 1 year prior to notice of availability of the contract to 2 years after completion of the contract; increasing the spending limits for the voluntary spending limit; making it a class C felony to falsify any campaign expenditure report with the intent to deceive the commission, make an anonymous contribution, or use a false name to make a contribution.

RELATING TO THE PREVENTION OF WORKPLACE VIOLENCE.

Establishes a mechanism for employers to obtain temporary restraining orders to protect against violence and harassment at the worksite. (HB385 HD1)

RELATING TO LANDOWNERS' LIABILITY.

Encourages landowners to allow land and water access to personnel and volunteers of invasive species control or eradication programs by limiting the landowners' liability toward persons entering their property for these control and eradication purposes.
