Exempts temporary public school facilities, such as trailers and portable classrooms, including nonpublic facilities, such as storerooms and offices, from state or county laws if those laws that exceed federal ADA requirements.

Requires OHA to establish and maintain a registry of all persons of Hawaiian ancestry, regardless of place of residence.

RELATING TO MENTAL HEALTH.

Recognizes, establishes, and sets forth an adult's and emancipated minor's rights to make enforceable advance mental health care directives. Repeals chapter 327F relating to medical treatment decisions of psychotic disorders. (SB1238 HD1)

RELATING TO CONCILIATION PANELS.

Requires a claimant or the claimant's attorney to have the claim evaluated by a qualified physician, or make a good faith effort to consult with a qualified physician before claim can be filed with the Medical Claims Conciliation Panel (MCCP). Provides an option to use alternative dispute resolution (ADR) to evaluate a case after initial filing with the MCCP. Permits litigation if dispute not resolved through ADR. Amends the tolling provision of the statute of limitations when claims are filed with an ADR provider, and reduces the processing time from 18 months to 12 months. (SD1)

RELATING TO THE EXECUTIVE DEPARTMENTS OF STATE GOVERNMENT.

Creates a new department of law enforcement to assume the public safety and law enforcement duties of the department of public safety. Redesignates the department of public safety as the department of corrections. Transfers department of education after-hours security contracts and library security functions to the new department of law enforcement. (SD1)

RELATING TO IMPACT FEES.

Authorizes the counties to assess impact fees, and transfers revenues to a new state special fund, to help pay for state highway improvements that serve new or more intensive development. (SD1)
