RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Authorizes and sets forth the requirements for the establishment of a voluntary employees' beneficiary association trust by public employee organizations to provide health benefits for its members, including retirees, who would be exempted from participation in the State health benefits trust fund.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires retirees and beneficiaries of bargaining units 5 and 12 to be paid semimonthly. Allows nine, ten and eleven-month employees, elective officers, and appointees of the governor to specify the effective date of their retirement.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Converts all new members of collective bargaining unit 5, teachers and other personnel of the department of education under the same pay schedule, including part-time employees working less than twenty hours a week who are equal to one-half of a full-time equivalent, to class A contributory members of the Employees' Retirement System. Allows existing members the opportunity to convert from class C to class A.

RELATING TO THE RETIREMENT ALLOWANCE FOR PRINCIPALS AND VICE PRINCIPALS.

Provides for an increased retirement allowance under the "employees retirement system" for persons who serve as principals and vice principals in public schools; allows current members to receive an increased allowance without making additional contributions if the member serves for at least five years after the effective date of this Act as a principal or vice principal.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Allows trustees of the Office of Hawaiian Affairs who claim service credit to select either one of the two payment options available under section 88-59.

Allows Police Radio Dispatchers to retire after at least twenty-five years of credited service.

Provides police radio dispatchers with the same retirement benefits as police officers for service beginning after 12/31/93.

RELATING TO THE EMPLOYEE'S RETIREMENT SYSTEM FOR EMERGENCY MEDICAL TECHNICIANS.

Allows emergency medical technicians to retire without penalty upon accruing 25 years of credited service.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Restores the method used to calculate a member's average final compensation to the formula in effect prior to the enactment of Act 128, SLH 2002.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires the ERS to pay interest on the retroactive amount due retirees whose pensions are not finalized within six calendar months following the month of retirement. Authorizes the ERS to assess the employing agency a late fee for each month of delay in reporting unused sick leave balances, lump sum vacation payments and other pertinent information (e.g., breakdown of retroactive payments) needed to finalize a retiree's pension.
