RELATING TO THE LEGISLATIVE JOURNALS.

Transfers the responsibility for the sale and distribution of House and Senate Journals from the lieutenant governor to the legislature.

RELATING TO UTILIZATION OF FEDERAL FUNDS.

Prohibits the Governor and the Director of Finance from restricting any state agency's ability to expend federal grant moneys if already approved by the granting federal agency.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires PUC to establish a program for systematic conversion of overhead utility lines to underground lines, including: authorizing counties to determine underground zones; requiring utility contribution to program funding; and establishing criteria for allocating funds to counties.

RELATING TO THE SALE OF INTOXICATING LIQUOR.

Authorizes each county liquor commission to take legal action against persons who purchase intoxicating liquor illegally.

RELATING TO ADMINISTRATIVE PROCEDURE.

Provides that any administrative rule that has been adopted pursuant to statute or ordinance that has been subsequently repealed shall be repealed automatically without regard to the notification requirements of the Hawaii Administrative Procedure Act.

RELATING TO ADMINISTRATIVE RULES.

Provides for the automatic sunset of all administrative rules in 3 years unless the impacted agency is able to justify the existence of those rules to the legislature. Requires the small business regulatory review board to review all rules and report findings and recommendations to the legislature.

RELATING TO PROHIBITION OF DISCRIMINATION BY PUBLIC ENTITIES AGAINST INDIVIDUALS WITH DISABILITIES.

Prohibits discrimination on the basis of disability by the counties and by entities receiving state or county financial assistance to provide services on behalf of the State or counties.

RELATING TO COUNTY LIABILITY.

Provides that counties shall not be liable to persons for civil damages resulting from the use or occupancy of public parks, including skateboard parks.

Provides that counties shall not be liable to persons for civil damages resulting from or caused by natural hazards.
