RELATING TO EXPLOSIVES.

Allows the Department to obtain national criminal background checks prior to issuance or renewal of a Certificate of Fitness for users, dealers, and storers of explosives. Imposes reporting requirement on individuals who purchase, use or store explosive materials.

RELATING TO THE STATE FIRE COUNCIL.

Allows the State Fire Council to expend federal grant money for the purpose of fire fighting training.

RELATING TO THE SEARCH AND RESCUE REIMBURSEMENT ACT.

Authorizes actions by the State and counties to recover the costs of search and rescue against a person whose failure to exercise reasonable care or failure to comply with the law or public safety warnings, necessitated the search and rescue.

RELATING TO THE COUNTIES' EMINENT DOMAIN POWERS.

Requires county governing authorities to make specific findings demonstrating that the exercise of the power of eminent domain is for a public purpose.

RELATING TO THE COUNTIES' EMINENT DOMAIN POWERS.

Restricts the eminent domain powers of the counties to ensure that private property, if acquired by a county through its eminent domain powers, is acquired only for public uses and not for private use.

RELATING TO RESIDENTIAL LEASEHOLDS.

Reduces the qualifying size of lots under the land reform act to 1 acre or less and requires that the lot be zoned residential.

RELATING TO PROPERTY LEFT IN A DANGEROUS CONDITION.

Authorizes counties to condemn and demolish abandoned facilities that have been damaged due to a natural disaster; establishes civil penalties for property owners whose property sits in a damaged and dangerous condition and who fail to make reasonable efforts at remediation.

MAKING AN APPROPRIATION FOR VETERANS CEMETERIES.

Appropriates $      and $      in FY 2003-2004 and 2004-2005 for maintenance at veterans cemeteries in the counties of Hawaii, Kauai, and Maui.

MAKING AN APPROPRIATION FOR A NATIONAL KOREAN WAR MUSEUM IN HAWAII.

Appropriates funds for the creation of a national Korean War memorial in Hawaii.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
