RELATING TO UNCLAIMED PROPERTY.

Appropriates money out of the Unclaimed Property Trust Fund for fiscal years 2003-2004 ($313,888) and 2004-2005 ($313,888) to pay for the operating expenses of the program.

RELATING TO SPECIAL FUNDS.

Repeals the exemption enjoyed by certain special funds from the assessment of central services expenses and pro rata share of departmental administrative expenses.

Authorizes issuance of general obligation bonds.

RELATING TO THE STATE BUDGET.

Provides vehicle to change the present quarterly allotment periods.

RELATING TO STATE FINANCES.

Requires the director of finance to submit written notification to the legislature within          days (rather than ten days) of any transfer of non-general funds to the general fund.

RELATING TO STATE FUNDS.

Repeals the provision that requires allotments to be made according to the classification prescribed in appropriations.

RELATING TO THE AUDITOR.

Appropriates funds to the auditor to conduct financial audits of the departments of education, health, human services, and other state agencies. Establishes the audit revolving fund. Enables the auditor to charge fees for financial audits.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 210, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

Public Folder. A folder labeled "Public Folder" containing the measures and testimonies for the hearing will be available for shared use by members of the public.
