RELATING TO EMERGENCY MEDICAL SERVICES.

PROPOSED DRAFT: Requires DOH to integrate emergency aeromedical services into statewide emergency medical services. Appropriates funds for: aeromedical services for Maui county, emergency medical services at the Waianae Coast Comprehensive Health Center, and advance life support ambulance services for parts of Maui and Hawaii. Requires matching county funds. Increase fees for motor vehicle registration by a blank amount and deposits the increased amount into a special fund for the purpose of providing funds to the Department of Health for emergency medical services.

RELATING TO GOVERNMENT.

PROPOSED DRAFT: Increases the general excise tax by one-half per cent to fund to be divided between lower (87.5%) and higher education (12.5%), and creates an education special fund. Provides a food tax credit based on adjusted gross income. Increases the standard deduction amount.

RELATING TO THE ADMINISTRATION OF TAXES.

PROPOSED DRAFT: Corrects an inadvertent regressive effect on taxpayers with adjusted gross incomes (AGIs) of $50,000 or less created by Act 190, Session Laws of Hawaii 2002, which amended the payment threshold for avoiding the estimated tax underpayment penalty. Conforms Hawaii's laws to Internal Revenue Code by lowering the minimum estimated tax payment to 100% for prior year returns. Amends the Estate and Transfer Law to decouple from the federal amendments that will reduce the State’s credit to zero over a four year period starting on January 1, 2002.

RELATING TO STATE FUNDS.

PROPOSED DRAFT: Eliminates certain funds that do not meet the criteria for continuation, and transfers excess balances from these special and revolving funds to the general fund. Specifies division of excess amounts of tobacco settlement moneys appropriated for university revenue undertakings fund between "rainy day" fund and tobacco prevention and control trust fund. Exempts passenger facility charges from certain laws to prevent prohibited revenue diversion.
