RELATING TO EDUCATION.

Allows the board of regents of the UH to operate new century charter schools that use the Hawaiian language as their primary medium of education to establish the basis for a laboratory school program in the college of Hawaiian language; establishes the charter school education agency to be administratively attached to the DOE; provides for an executive director and staff for the office; requires funds for charter schools to be appropriated through EDN 110 -- charter schools. RELATING TO HEALTH.

Allows a patient's "next of kin" access to the patient's records. Allows the disclosure of a mental health patient's medical records for insurance reimbursement claim purposes. Makes appropriations from the emergency and budget reserve fund for various programs, services, and projects essential to public health, safety, and welfare. (SD1)

RELATING TO THE WEED AND SEED PROGRAM.

Establishes a temporary interdepartmental council for the purpose of managing and implementing Weed and Seed programs. Attaches the council to the lieutenant governor's office for administrative purposes. Appropriates unspecified sums to the lieutenant governor for Weed and Seed programs and for grant writing services. (SD1)

RELATING TO FAMILY LEAVE.

Applies the Family Leave Law to the State, any of its political subdivisions, any instrumentality of the State or its political subdivisions. Requires an employer who provides sick leave for employees to permit employees to use up to 10 days of accrued and available sick leave for family leave purposes unless a collective bargaining agreement authorizes the use of more. Clarifies that an employer is not required to diminish an employee's accrued and available sick leave below the amount required pursuant to Section 392-41, HRS. (HB389 HD2)
