PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO PREVENT CONDEMNATION OF TRUST LANDS.

Proposes a constitutional amendment to protect trust lands that benefit Hawaiians from condemnation by the State and counties. (Hanabusa)

Requires landowner of a potential native Hawaiian historical site on private property to obtain prior approval of the department of land and natural resources before conducting certain activities on the land; specifies procedures; defines "potential native Hawaiian historic site."

Extends the authority of the Hawaii community development authority to issue special facility revenue bonds to the fiscal biennium 2003-2005; amends definition of special facility. (Ige)
