A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the thirteenth representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2003-2004:

1. To be expended by the department of accounting and general services:

A. Lanai veteran's cemetery, Lanai

Plans, land acquisition, design, construction, and equipment for water storage facilities and an irrigation system; provided that the county of Maui provides a one-to-one match of in-kind services.

Plans, land acquisition, design, construction, and equipment for a museum to perpetuate Kalaupapa's unique history and to store information, documents, and mementos of Kalaupapa's history and culture.

C. Molokai electric plant, Molokai

Plans, design, and construction to clean up the old Molokai electric plant, build a shared warehouse for new and existing business, and establish a business incubator and movie theatre; provided that the federal government provides a one-to-one match in funds.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $5,860,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2003-2004 and 2004-2005 for the following capital improvement projects:

(1) Lanai high and elementary school, Lanai

Design, construction, and equipment for a classroom building, ground and site improvements, equipment, and appurtenances.

SECTION 4. The appropriations made for the capital improvement projects authorized in section 3 of this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 5. The sums appropriated for the capital improvement projects set forth in section 3 shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 6. This Act shall take effect on July 1, 2003.
