HOUSE CONCURRENT

RESOLUTION

 

requesting the department of land and natural resources to step up efforts to protect the kaneohe meadowland.

 

 

WHEREAS, the Kaneohe meadowland, located north of Alaloa Street, at tax map keys 46016036 and 46016001, is in jeopardy; and

WHEREAS, Bishop Estate and the Hawaii Community Development Authority are the respective owners of the two parcels which are located in the conservation district; and

WHEREAS, ancient fishponds are located in the area and were once threatened by commercial development; and

WHEREAS, the efforts of community and conservation activists who came together to save the area from any destruction resulted in a land swap whereby the State acquired Kaneohe meadowland; and

WHEREAS, the Kaneohe meadowland is now threatened by hordes of dirt bike riders who loosen the soil they ride upon, which makes its way through water runoff from the Koolaus to muddy the fishponds as well as Kaneohe Bay; and

WHEREAS, it is questionable whether periodic, prolonged dirt bike riding is a permissible land use under conservation district rules; and

WHEREAS, posted signs of "No Trespassing" have not been sufficiently effective to truly protect this area; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Land and Natural Resources is requested to step up its efforts to ensure the conservation of the Kaneohe meadowland and its ancient fishpond; and

BE IT FURTHER RESOLVED that the Department is requested to determine whether dirt bike riding in the area is a permissible land use to investigate any illegal uses of the area and properly cite offenders; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
