Sir:

Your Committee on Judiciary, to which was referred H.B. No. 1234 entitled:

"A BILL FOR AN ACT RELATING TO COMMERCIAL DRIVER LICENSING,"

begs leave to report as follows:

The purpose of the bill is to conform state law to the Federal Motor Carrier Safety Administration's recommendation that Hawaii require proof of domicile before issuing a commercial driver license (CDL).

The State Department of Transportation and the Department of Customer Service for the City and County of Honolulu testified in support of this bill.

Your Committee finds this measure will allow a CDL to issue only to persons domiciled in this state; this brings state law into compliance with federal law.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1234 and recommends that it pass Third Reading.
