Gives greater authority to the department of agriculture to license, monitor, and regulate Hawaii's meat rendering facilities to ensure that products such as meat and bone meal and blood meal are properly used.

Provides a general excise tax exemption for amounts received from the sale of commercial feed that is grown or harvested in Hawaii and a GET and use tax exemption for the purchase of equipment to grow, maintain, or harvest plants used for commercial animal feed.
