RELATING TO THE PROBATE CODE. Improves the availability of arbitration and mediation as a means of resolving disputes arising out of wills or trusts between beneficiaries, trustees, or representatives. |

RELATING TO THE JUDICIAL SELECTION COMMISSION. Requires the appointment of judicial selection commission members from a neighbor island to be conducted on a rotating basis; requires member biographies to be made available to the public; and prohibits members from having a direct interest in the success or failure of ballot questions or political candidates when appointed, or actively support or oppose a political candidate or ballot question while serving as a member of the commission. |

RELATING TO PRETRIAL DETAINEES. Establishes statutory deadlines for the mental examination of pretrial criminal defendants. Requires the judiciary to report to the 2005 legislature on the administration of forensic examinations and detail the number of days that pass between the order for mental evaluation and the court's ruling. |
