RELATING TO INVOLUNTARY PSYCHIATRIC TREATMENT.

Authorizes DOH to adopt administrative rules to establish an administrative process allowing involuntary medication of psychiatric patients institutionalized at the Hawaii state-operated or funded psychiatric facility in order to alleviate mental illness and restore competency while protecting the rights of patients. Sunsets after five years. Requires report after three years. (SD1)

RELATING TO ADOPTION.

Precludes the Hawaii courts from adjudicating adoption proceedings involving Marshallese children. (SD1)

RELATING TO TRADITIONAL HAWAIIAN HEALING PRACTICES.

Changes "panel" to "Elders' Council" in relation to regulating traditional native Hawaii healing practices. Makes the Elders' Council independent from the State and authorizes any individual regardless of race or ethnic origin to be certified by the Elders' Council as a traditional native Hawaiian healer. RELATING TO CONSTRUCTION CLAIMS.

Allows contractors the opportunity to repair construction defects prior to litigating construction disputes. Establishes procedures for notice of claim, rejection of claim, offer to repair, acceptance of offer, and submission of claim to mediation. (SD1)
