RELATING TO PUBLIC EMPLOYEES.

Establishes that if a public employee's active military pay is less than the public employee's nonmilitary pay, then the public employer shall pay the public employee the difference while on active military duty; provided that the active military duty deployment extends beyond 30 days.

RELATING TO THE HAWAII NATIONAL GUARD YOUTH CHALLENGE ACADEMY.

Makes the Hawaii national guard youth challenge academy a charter school. Transfers funding for public school student transfers to the academy. Exempts academy instructors from collective bargaining law and teacher licensing requirements.

RELATING TO SECURITY AT HAWAII HEALTH SYSTEMS CORPORATION HOSPITALS.

Transfers the functions and authority of uniformed security employees and security contracts for the Hawaii Health Systems Corporation from the Department of Public Safety to the Corporation.

Clarifies the policy of the State to actively encourage the maintenance and expansion of federal investment in military facilities in the State.

Requires notification to the commanding officer of the military installation of: (1) zoning changes and (2) district boundary amendments for land within 3,000 feet of a military installation.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes a constitutional amendment to provide the public with the right of access to registration information regarding persons convicted of crimes against children and persons convicted of sexual offenses. Allows the Legislature to define registration information and set forth access procedures.

Establishes a task force to develop programs and support services for children of incarcerated parents, as well as programs to strengthen the family bond; requires the department of public safety to implement the task force's recommendations.
