A BILL FOR AN ACT

 

Making an appropriation for emergency shelter retrofitting.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Hawaii is vulnerable to a host of disasters, both natural and man-made. The legislature recognizes the importance in remaining vigilant to protect residents and visitors from any disaster. Because these threats may cause great devastation to Hawaii, the legislature deems it vitally important to ensure the State is adequately prepared to deal with any possible disaster. The legislature finds while the State and private agencies have made great strides in dealing with disasters, much work needs to be done to improve disaster-related planning and preparation.

The purpose of this Act is to improve emergency shelters used during a disaster. These improvements will focus on retrofitting existing schools with reinforced windows and doors, to make them wind resistant, along with the purchasing of equipment to mitigate any flooding that may occur during a disaster.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal years 2005-2006 and 2006-2007 for the purposes of this Act.

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

The sum appropriated shall be expended by the department of defense for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
