A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR CAPITAL IMPROVEMENT PROJECTS IN THE SEVENTH REPRESENTATIVE DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as may be necessary to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2005-2006.

1. To be expended by the department of accounting and general services:

A. Kealakehe high school, Kailua-Kona Hawaii Construction of dugouts for four playfields that cannot be used until dugouts are built.

Construction $ 63,000

Total Funding $ 63,000

B. Kealakehe high school, Kailua-Kona Hawaii Construction of swimming pool.

Plan, design, and construction $2,000,000

Total Funding $2,000,000

C. Waimea middle school, Waimea, Hawaii

Construction of an eight classroom building

and a physical education shower building

Eight classroom building $9,001,000

Physical education locker shower

building $6,392,000

D. Construction of two fiberglass lifeguard towers for Hapuna beach state park $60,804

Total funding $15,453,804

2. To be expended by the department of transportation:

A. Replacement of access road to Mahaiula from Queen Kaahumanu highway, referred to as Kekahakai State Park.

Design and construction $2,000,000

B. Kawaihae Harbor South boat harbor and comfort station.

Design and construction $

3. To be expended by the department of transportation:

A. Queen Kaahumanu Highway widening $29,000,000

B. Suveying the southern end of Kawaihae harbor $50,000

C. Erecting security fencing at the southern end of Kawaihae Harbor $550,000

Total Funding $29,600,000

4. To be expended by the department of agriculture

Waimea irrigation system $350,000

Total funding $350,000

5. To be expended by the University of Hawaii:

Planning, design, and construction of a new well in North Kona to provide water supply for West Hawaii University of Hawaii complex and other state lands $2,000,000

Total funding 2,000,000

6. To be expended by the department of land and natural resources:

A. Dock replacement at Kawaihae small boat harbor (North) $400,000

B. Boat launch ramp construction at Kawaihae small boat harbor (South) $500,000

C. Upgrades to access road and mooring field at Kawaihae small boat mooring field at Kawaihae small boat harbor (South) $800,000

D. Addition of water ,sewer, and loading dock at Kawaihae small boat harbor (South) $1,900,000

Total funding $3,600,000

7. To be expended by the county of Hawaii:

County of Hawaii, parks and recreation

For gym and recreation community center in the vicinity of Waikoloa elementary school.

Planning, design, and construction $2,500,000

Total Funding $2,500,000

8. To be expended by the department of water supply, county of Hawaii:

A. Hina Lani street 1.0 MG reservoir and transmission waterline.

The completion of the reservoir $1,200,000

B. Queen Kaahumanu highway 16-inch transmission waterline.

The completion of the transmission waterline $2,700,000

Total funding $3,900,000

SECTION 2. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2005.
